It was a History making meeting Wednesday night at the Plymouth Plan Commission conducted the first official meeting in the new council chambers no located in the upstairs of the City Building.
The Plan Commission had only one item on their agenda, the request of Dennis and Amber Ogilvie at 10765 Muckshaw Road in Plymouth to divide their 12 acre lot into a two lot subdivision to allow Katherine and Adam Foust to build a home on the second lot.
Planning Consultant, Ralph Booker presented the case saying the property has a 40 foot wide asphalted driveway from Muckshaw Road. He requested three easement dedications be placed on the plat since the driveway is private; that the repair and maintenance be shared equally among lot owners; that the driveway is constructed as a private drive and not as a public roadway; and the parties involve acknowledge road a private and not eligible for acceptance into the Marshall County road system.
Neighboring property owners, Jane Aker, 10822 Nutmeg Road and Sara Aker Naylor 10771 Muckshaw Road attended the meeting in opposition. Both voiced their concerns that the Ogilvies could subdivide additional lots and neither one was interested in living in or next to a subdivision. There was also a comment that the new home could reduce the property value of Naylor’s home since her quite wooded setting would be impacted with a home.
Another neighbor, Deb Emenaker asked for clarification since she received notice from the city saying the plan was to created a two lot subdivision and the notice from the county said a one lot subdivision. It was also noted that the requests were in two different names.
Booker said it was for one new lot on the 12 acre parcel.
With very few additional questions the Plymouth Plan Commission voted 6 in favor of the request, no against and one member, Alex Eads abstaining because he has family members that are neighbors.
The request now moves on to the County Plan Commission for consideration at their November 15th meeting at 7:30 p.m.
