County News # 1During Tuesday’s Marshall County Commissioner meeting, Commissioner Mike Delp suggested having Waggoner, Irwin, Scheele & Associates create a hiring policy for the County Highway Department.

Delp said, “Jason made an offer for the clerk’s position at the highway department. Since we are in a flux period right now, we need to choose the parts manager and assistant clerk’s position with someone else being a part of the decision making besides Jason.”

Delp then motioned to have himself and Jerry Ambrose be a part of the decision making committee for the parts manager and that he and Jason would make the decision for the assistant clerk’s position.

His motion was seconded by Kurt Garner.  The vote was 2 to 1 with Commissioner Kevin Overmyer opposing the motion.  Overmyer said, “Jason is the appointed department head out there at this time and I think you are getting into micromanaging.”

Delp then suggested contacting Waggoner, Irwin, Sheeley and Associates to create a hiring policy for the positions the commissioner’s hire.  Delp said they have a hiring policy at the sheriff’s department that involves more than one decision maker.  He explained that he would like everyone who is appointed by the commissioners to have a hiring policy in place.

Overmyer asked if they (Delp and Garner) wanted to oversee who Jason Peters hires or if they wanted to assist with the hiring process?

Delp said there should be a written policy for each department where there is an appointed head.  He said, “I think there needs to be a different procedure than what we are following right now.”
