MugShot_Hinsey, RichardOn Wednesday afternoon, August 8th about 3, Plymouth Police Officer Jerrid Arnold was investigating a theft report that occurred in the 500 block of West Harrison Street.

During his investigation he arrested 33 year old Richard Hinsey of Rochester for resisting law enforcement, possession of drug paraphernalia, and possession of methamphetamine.

Mr. Hinsey was incarcerated at the Marshall County Jail and held on a $1,500 cash bond.
