Roy Roush_1City resident Roy Roush appeared before the Plymouth Board of Public Works and safety this week with a request to have the city address the erosion issue on the north side of West Jefferson Street.

Roush, who lives at 2400 West Jefferson began his comments by stating, “Einstein defines insanity as doing the same action over and over again and expecting a different result.”  Roush was there to complain about the erosion issue on the north shoulder of West Jefferson Street between 2280 and the city limits.

Roy Roush_2Mr. Roush was at a city meeting in September 2016 requesting the city look at improving the shoulder and he was back again this week seeking assistance for the same issue.  He said, “The city keeps pushing dirt up the hill and when it rains the rain washes the down the hill.  This has been going on for years.”  Roy Roush said in 2016 you asked the Street Superintendent Jim Marquardt and City Engineer Rick Gaul seek a solution to the problem.  He wanted to know if a solution was ever determined.

Marquardt said they did meet and talk about the issue.  He said there is a hill there and when the city gets a big gully wash it does push the dirt down the hill.  He said they have put limestone and millings in but the issue seems to continue.  The only solution would be to “run an asphalt berm that’s paved all the way down the hill would stop the run off.”

Roush said between the daily traffic in and out of the driveways along that section and the garbage trucks and mailman driving on and off the pavement are breaking up the asphalt.  He said he hasn’t seen any additional stone being placed in the last year.

Roy Roush_3There are several residential homes in the area that are affected by the problem.

A neighbor, James Stone told Roush he would be willing to provide the labor the pave the area if the city would provide the material.

Roush will have Stone contact Marquardt and see if something can be worked out.  He will also seek a proposal for the project.
