MugShot_Vincent CarnegieMarshall County Superior Court Judge Robert Bowen proceeded over a bond review hearing Wednesday morning for 54 year old Vincent Carnegie.

Represented by Tom Black, Carnegie testified that he has never failed to appear for a court appearance and that he is losing weight in the Marshall County Jail and feels it is not a healthy place.  He told the judge he has health concerns and being incarcerated is not helping them.

Carnegie also told Judge Bowen he has ties to the community, is a property owner and owns vehicles.

Black said the $100,000 bond was too high and sought a reduction to approximately $5,000.

On cross-examination Chief Deputy Prosecuting Attorney Tami Napier noted that Mr. Carnegie was scheduled to appear for sentencing on another criminal case within days when the incident on May 26th happened.

The May incident included him allegedly breaking into a home, holding the woman against her will, handcuffing her, kidnapping her and then being in a standoff with police for 90 minutes.

When asked Carnegie admitted that a gun was involved in the current case and at times he would point the gun at his own head and at police officers.  He also admitted to be involved in a violent police standoff.

Napier said the victim in this case is in extreme fear of Carnegie being released on a lesser bond.

In a packed courtroom, with the victim present Judge Bowen only had two points to consider for the bond reduction: that Mr. Carnegie poses not significant threat or danger to any person, or to the community and he poses no significant risk of fleeing from the jurisdiction of the court of failing to appear in court when required.

Judge Robert Bowen denied the request of Vincent Carnegie, represented by Tom Black for a bond reduction.  He will remain in the custody of the Marshall County Sheriff.
