Plymouth_Logo_2014Thieneman Construction from Westfield was awarded the bid to complete the Ledyard Water Treatment Plant improvements during Monday night’s Board of Public Works and Safety meeting.  Thieneman’s base bid was $3,132,000 which was higher than the engineer’s estimate.

The water main extension project from LaPorte Street under the Yellow River to Oak Hill Avenue was awarded to Haskins Underground with a low bid of $439,607.  This bid was $70,000 to $80,000 under the budget estimate.

The final bid awarded last night was for the new storage building.  Michiana Contracting was the only bidder for the project.  Their bid of $251,380 was about $6,000 over the engineer’s estimate.

The three components of the entire project came to $3,822,987.

Mark Sullivan from Midwestern Engineers and City Attorney Sean Surrisi conducted a conference call with the city’s financial consultants, Umbaugh and determined the full amount of the bids would fit in the propose $5,535,000 bond issue.  The other two components of the bond issue are the engineering budget and the extension of utilities to Plymouth Goshen Trail for a residential development.

Surrisi said the bids still fall into the construction budget of the bond issue.  Sullivan also noted there was an adequate contingency for $115,000 for the project.

In other business the Plymouth Board of Public Works and Safety opened two quotes for the heating and AC at the old administration building at the Wastewater Treatment Plant.  Peregrine submitted a quote of $11,981 while Bowman’s Tin Shop offered a quote of $16,825.

Utility Superintendent Donnie Davidson commented that he requested quotes from five local companies.  The  quotes were taken under advisement.

The Board of Public Works and Safety also approved a contract with Midwestern Engineers for the Wastewater Treatment Plant Improvement Project.  The proposal includes design work, bidding, construction engineering, inspections and miscellaneous services.  Design work is not to exceed $650,000 while bidding services will not exceed $35,000 and construction engineering no more than $150,000.  Engineer inspections are on an hourly basis and not to exceed $290,000.
