FreedomPark_PackardWoods_phase1Mike Reese from The Troyer Group appeared before the Plymouth Park Board this month to update them on the all-inclusive playground, the Freedom Park project in Packard Woods.

The construction documentation for the project has been proceeding on schedule. Troyer is working on getting all the bid contracting work under that amount the $290,000.  Reese said there will be donations for renovation work on the restrooms, electrical, demolition of the basketball courts and some sidewalks, site grading and some aggregate base are in the works.

The City of Plymouth has provided funds for phase one of the project in the amount of $290,000 and Reese said the latest cost estimate is around $285,000 plus there is an alternate for fencing between the existing parking lot and the playground for approximately $13,000.

Phase one will include the main play structure and just a couple accessories, the entry plaza  with a sign that will mimic the stone pillar sign at Centennial Park and River Park Square. There will be sidewalks and the playground surfacing of poured in place rubber that meets the ADA requirements and fall height requirements.  Reese noted that the poured in place rubber does not have the maintenance requirements of rubber mulch but does have a higher upfront cost and is a far superior product.

Time line for the project includes getting the project to bid later this month.  Todd Langfeldt has donated the demo works of the basketball ball court and some sidewalks during this winter.  As soon as the weather permits in the spring the contractor will come in and get the concrete curbs and boarder poured in prep for the actual surfacing.

Reese said he hopes to have a contractor selected by March with completion of the project expected to be early to mid May.

City Attorney Sean Surrisi will check to verify the threshold for the Common Construction Wage Rate is $300,000.  It’s anticipated that the project will not meet that threshold.
