City NEwsMembers of the Plymouth Redevelopment Commission will conduct a special session on Wednesday, May 27th at 5:30 in the Council Chambers of City Hall.  The special meeting is being called to evaluate project lists for the three TIF Districts and the review the financial commitments already designated in each district.

During the regular Redevelopment Commission meeting on May 19th a couple of proposed projects were presented.  Committee members were unsure of the funding available to add other projects to the lists.  One of the projects presented is a kayak launch in River Park Square.  The Troyer Group presented a proposal which includes a site visit and field verification, the schematic design, the required permits with IDNR, IDEM and Army Corp. of Engineers. Michael Reese from Troyer said the proposal would include construction documents, bidding and the construction administration for a lump sum fee of $15,200.

The second project came through a request for information for developers interested in a public/private project to build in the South Gateway on the property immediately to the south of the bridge on the east side of Michigan Street.  The project would redevelop the current vacant lot with a multi story, multi unit residential housing building and a smaller commercial unit.

Another project presented was consideration of a funding request from the Marshall County Economic Development Corporation.  The request is for $30,000 a year.  There was some question from Clerk Treasurer Jeannine Xaver of whether TIF money could be used for operating costs.  It was noted that Nappanee is doing so with their Economic Development and City Attorney Sean Surrisi and Redevelopment Commission President Dan Tyree will research the subject.

The Redevelopment Commission also needs to make their annual determination of passing through assessed value from any of the TIF districts.  Historically they have released $30 million dollars of assessed value in TIF number one allowing those funds to flow back to the other taxing units.  This determination needs to be completed by July first.

With so many items for consideration the Redevelopment Commission felt a work session would be appropriate.  The meeting on Wednesday begins at 5:30 in the Council Chambers of City Hall.
