An Officer with the Plymouth Police Department conducted a traffic stop on a vehicle that was driving on Michigan Street passing Plymouth Goshen with no lights on Thursday night at about 10:30.

The driver was later identified as Oscar Mancia, 35 of Goshen.

During the traffic stop, it was determined that Oscar had never had a license. He was arrested for Operator Never Licensed and transported to Marshall County Jail.  The cash bond for Mancia was posted at midnight and he was released on bond.

Readers are reminded that charging information supported by an affidavit of probable cause is a mere allegation that a crime has been committed and that there is only probable cause to believe a crime has been committed. They are presumed innocent throughout the proceedings and are entitled to be represented by counsel and entitled to a trial by jury at which the State is obligated to provide proof beyond a reasonable doubt before a judgment of guilt may be made.
