The City of Plymouth has an ordinance the requires businesses, citizens and others to shovel the snow from sidewalks within 24 hours of a snow or ice event. 

The city ordinance states, It shall be the duty of every owner, lessee or occupant of any premises abutting or bordering upon any street in the city to remove, or cause to be removed, all snow and ice from the sidewalk in front of such premises to the full paved width of the sidewalk within 24 hours after such snow or ice shall have fallen or accumulated thereon.

The city ordinance does have a penalty that allows the Board of Public Works to have the snow and ice removed from a sidewalk.  Any person, firm or corporation who violates the ordinance could be subject to a fine not exceeding $2,500.  A separate offense shall be committed each day during which the violation occurs or continues. 

The cost of removal or cleaning of snow and ice shall be a lien on the property, which shall be placed on the tax duplicate and collected in the same manner as taxes are collected and turned in to the City Treasury.
