MugShot_richard fosler jrOn Saturday, January 26th Officer Rans with the Marshall County Sheriff’s Department conducted a traffic stop on Council Drive east of Western Avenue, behind Krogers.

During the course of the traffic stop it was believed that the driver, 46 year old Richard Lee Fosley of North Liberty was impaired.

An OWI investigation was conducted and Mr. Fosley was arrested for Operating a Vehicle While Intoxicated – Prior Conviction as a Level 6 Felony. He was lodged in the Marshall County Jail and issued a Superior Court II date of February 5 for his initial hearing.
