County News_logoThe Marshall County Personnel Committee made recommendations to the Council during their meeting on Monday.

Councilmember Judy Stone and a member of the personnel committee presented several recommendations approved by the committee.

The first issued addressed compensatory time.  The policy change will affect employees who transfer from one department to another.  In the past comp time traveled to the next department with the employee.  Many times this can create a hardship on the next department.

The new policy will require transferring employees within the county to be paid all compensatory time at the time of transfer with none of it to be transferred to the new department.

Councilmember Steve Harper was concerned that employees could rack up 40 hours of comp time, get paid for it in a transfer and then gather up another 40 hours in the new department during a one year period.  He was the only one to vote against the change.

The second personnel committee recommendation concerned vacation benefits.   It’s the duty of elected officials and department heads to make sure vacation time is used each anniversary year.  Vacation time in very rare instances can be carried over for 3 months with prior permission.  If an employee is transferring from one dept. to another their vacation time will transfer.  The responsibility of the elected official or dept. head to report any carry-over of vacation time or unused vacation time to the auditor’s office.

The final change in the personnel policy concerns E-cigarettes.  The County’s policy on smoking in building and vehicles will now not only include tobacco cigarettes but the  e-cigs and the use of vapors.
