City NEwsPlymouth City Attorney Sean Surrisi updated members of the City Plan Commission on issues he continues to address.

122 South Center Street, Keith’s Surplus has made slight improvements but not as fast of the Plan Commission would like. Surissi said he moved a camping trailer from the railroad right-of-way to the back of his property and is working to secure another facility to move his outside storage items to.

Member Mike Delp said he drove around the property and said, “There is no excuse for what he has laying around there.” Delp suggested, “We need to set a benchmark date so he (Gerrard) doesn’t drag it out.”

Other issue is the question of zoning for Carl Stockberger’s property on Western Avenue between Pilgrim Lane and Hoham Drive. There are questions whether the cement mixer reconditioning facility is zoned correctly. Surissi said he will be meeting with Stockberger next week to review documents.

Building Commission Keith Hammonds recently met with IDEM and the Army Corp. of Engineers on the Jernstrom property on Plymouth Goshen Trail. The federal agencies are making them remove all the fill 190 feet back to the north, 15 feet deep due to illegal dumping. S & S is purchasing the property on land contract and also attended the meeting. S & S will remove 50 feet of the trees and stuff that dumped in there out to cover what they put in.

Hammonds indicated the Feds are going after the Jernstroms and others for the illegal dumping. The Army Corp has maps that show in 1988 where the fill ended and they have a hand written agreement stating the Jernstroms would no longer fill from that point on, on the property. The 190 feet come from the additional fill that had happened since 1988.

Delp commented that many have dumped on that property including the old hospital and old Mc Donald’s and people for years. Hammonds indicated that the State Highway has dumped in there too. Delp agreed and said when improvements were made to SR 17 although he said it was clean fill. INDOT and the Army Corp indicated they may be going after these organizations too.
