Officer Schieber with the Plymouth Police Department conducted a traffic stop last Wednesday, November 22nd at about 10 p.m. at Adams and Third Street.  The vehicle was stopped for an equipment violation. 

During the traffic stop, the driver was identified as Melbin Cruz-Paguada, 36 of Waukegan, Ill.  During the officer’s investigation, it was determined that Melbin Cruz-Paguada had never been issued a valid driver’s license.  

He was lodged at the Marshall County Jail for Operator Never Licensed.  Paguada was released on bond about an hour later.

Readers are reminded that charging information supported by an affidavit of probable cause is a mere allegation that a crime has been committed and that there is only probable cause to believe a crime has been committed. They are presumed innocent throughout the proceedings and are entitled to be represented by counsel and entitled to a trial by jury at which the State is obligated to provide proof beyond a reasonable doubt before a judgment of guilt may be made.
