Plymouth Police officers responded to the 800 block of West Garro Street for a loud noise complaint on Sunday, September 17th at 4 o’clock in the morning.

A vehicle was seen leaving the area playing loud music from their vehicle.  This prompted a traffic stop to be initiated near the intersection of Fifth and Madison Street.

The driver was identified as Jose Melendez-Mayorga, 30, of the 800 block of West Garro Street in Plymouth.

Officer Schieber determined Jose to be operating a vehicle without receiving a license.  During the officer’s investigation, it was found that Jose was nearly 3 times the legal limit.  He was taken into custody and transported to the Marshall County Jail for pending criminal charges of Operator Never Licensed, Operating While Intoxicated, and Operating While Intoxicated over .15.

Readers are reminded that charging information supported by an affidavit of probable cause is a mere allegation that a crime has been committed and that there is only probable cause to believe a crime has been committed. They are presumed innocent throughout the proceedings and are entitled to be represented by counsel and entitled to a trial by jury at which the State is obligated to provide proof beyond a reasonable doubt before a judgment of guilt may be made.
