On Tuesday, July 4th, at about 2:30 in the morning, an officer with the Plymouth Police Department conducted a traffic stop on a vehicle at Fifth and Washington Streets.

Officer Mark determined that the driver, Jose Rivera-Pagoada, 25, of North Plum Street in Plymouth had never obtained a driver’s license.

Jose Rivera-Pagoada was taken into custody and booked into the Marshall County Jail for Operating Without Ever Obtaining a License.  He posted a cash bond at 3:50 in the morning and was released.

Readers are reminded that charging information supported by an affidavit of probable cause is a mere allegation that a crime has been committed and that there is only probable cause to believe a crime has been committed. They are presumed innocent throughout the proceedings and are entitled to be represented by counsel and entitled to a trial by jury at which the State is obligated to provide proof beyond a reasonable doubt before a judgment of guilt may be made.
