During Monday’s Marshall County Commissioners’ meeting Katie Lear from USI Consultants discussed a proposed contract to create a Small Structure Asset Management Plan for the county. 

Two weeks ago, Highway Superintendent Jason Peters presented an agreement between the Marshall County Board Commissioners and USI Consultants, Inc. for the Marshall Countywide Small Structure Inspections for review.  The agreement is not to exceed $200,000 conducting inspections on up to 485 small structures.  The initial cost of the inspections is $350 for each small structure.

After presenting the proposed contract, Peters followed up with USI on a couple of questions.  The first question, there are no monthly maintenance fees, secondly, there is no limitation on the number of county departments that can have access to the data and thirdly he wanted to know about updating the data. 

Lear said since USI Consultants are already contracted for the county Bridge Inspections & Inventory, they would update the Small Structure Management Plan annually when they complete the Bridge Inspections in October, which is the compliance month.  She said it would be more cost-effective.  She also mentioned the updates would be slightly less per structure update. 

Lear also said they determined the parameters of the small structures to be from 4 feet up to 20 feet.  

Funding for the agreement is available in the County’s Rainy-Day Fund from the 2018 Flood Recovery account line. County Commissioners Stan Klotz and Kevin Overmyer approved the contract. Commissioners Mike Burroughs was absent from the meeting.
