A couple from Syracuse was arrested Friday night by City Police for Operating a Vehicle on a Controlled Substance, Possession of Heroin and Possession of Drug Paraphernalia. 

About 9:30 Officer Arnold conducted a traffic stop on a vehicle near the intersection of Hoham Drive and Western Avenue.

The driver of the vehicle, 58-year-old Paul Higdon Jr. was arrested for OWI on a controlled substance and possession of drug paraphernalia. The passenger in the vehicle 42-year-old Heather Manns was arrested on an outstanding felony warrant through Starke County and for Possession of Heroin.

Both were held on $1,500 cash bonds.

Readers are reminded that charging information supported by an affidavit of probable cause is merely an allegation that a crime has been committed and that there is only probable cause to believe a crime has been committed. They are presumed innocent throughout the proceedings and are entitled to be represented by counsel and entitled to a trial jury at which the State is obligated to provide proof beyond a reasonable doubt before a judgment of guilt may be made.
