news handcuffJust after 3 Saturday morning Plymouth Police Officer Chris Miller was dispatched to the Walmart parking lot for a possible intoxicated subject getting into a Ford Mustang.

Officer Miller located the suspect’s vehicle still in the parking lot with the engine running and the driver hunched over the steering wheel.

29 year old Carrie A Phelps of Walkerton was arrested for Operating While Intoxicated on a Controlled Substance and Possession of Scheduled II and IV substances and booked into the County Jail.
