The report of a suspicious female in the Wal-Mart parking lot Sunday evening sent Plymouth Police to investigate.
The concerned caller told police they suspected the female was involved with drug activity.
Officer Shanna Gilmer located 36 year old Jennifer Collins of Piketon, Ohio was located in the passenger seat of a vehicle attempting to use heroin.
She was arrested and booked in the Marshall County Jail on Possession of Heroin and Unlawful Possession of a Syringe. Her bond was set at $4,500.
